[Massplanners] Lack of quorum due to conflict of interest

Hi everyone.

Have you ever dealt with a 3-member Conservation Commission, in which one
of the members has a conflict of interest with a proposed development
needing an OOC and therefore has to recuse themselves? How have you handled
this perpetual quorum issue?
