Jeff,

I wrote a lighting bylaw for Pelham that is based on the Model
Lighting Ordinance (MLO) from the International Dark Skies Association. The
model is complex but I tried to simplify it. The lighting levels are
customized to a truly rural place. It starts on page 36 here:
