One of my collogues was involved with a similar program in Ashland, VA. Here is a link to the program. I will point out that you asked a a legal question to group of planners.

We are considering a program where we hand out coupons to spend at local businesses that, in turn, the businesses redeem from the redevelopment authority for cash.reimbursement. Is there any legal issue with this? Doesn't seem to be money laundering but I need confirmation.
