The City of Springfield is posting a position for a Natural Resource Manager within the Office of Planning & Economic Development.

Position Purpose/Summary
Responsible for carrying out mandate to protect the community's natural resources, primarily its wetlands as regulated by MA Wetland Protection Act and Springfield's Wetlands Protection Regulations, and including its bio-diversity, unique natural areas and other water resources.  Enforces the wetlands laws (310 CMR 10.00) and Ch.417 of Springfield's Ordinance as they pertain to projects in Springfield, protection of the City's wetlands, Conservation Open Space Lands, other critical natural resources, land acquisition and protection of the environment.  Work is performed under the supervision of the Deputy Director of Planning.  No supervision is exercised over other employees.
Essential Functions
*       Provides professional analysis and support to the Springfield Conservation Commission on all matters subject to the Wetlands Protection Act, Natural Heritage, 401 and 404 Water quality programs.
*       Conducts project site inspection, wetland violation enforcement, and city-wide wetlands compliance.
*       Maintains files and records.  Prepares information for meetings, correspondence, budget issues, administrative matters, and liaison with government, civic organizations and the public.
*       Implements and updates the Open Space Plan.
*       Develops on-going maintenance and improvements of City-owned conservation land, including hazard tree mitigation.
*       Prepares literature, annual reports and brochures on conservation, natural resources and water assets.
*       Assists the Commission in budgetary and administrative issues.
Knowledge, Skills, and Abilities
*       Knowledge of wetlands and water resources issues.
*       Knowledge of wetland laws.
*       Ability to express oneself clearly and concisely, orally and in writing.
Education and Experience
*       Bachelor's degree in environmental sciences or related field.
*       Minimum of two years experience in wetlands protection, land conservation, environmental management or related field, or an equivalent combination of education and experience.
