Richard, I am interested to hear that you received no responses. Truro issued an RFP for what I thought would be a very attractive project: master planning for 70 acres of Town-owned land. We received 22 requests for the RFP, but just two proposals. I have heard anecdotally that firms are stretched thin (staffing/capacity issues), but still, I was surprised.
A year ago, Truro separated its Local Comprehensive Plan consulting services into two phases, but in the same RFP. It was structured as two phases because we did not know if we would have funding for the second phase. I can explain more if helpful.

Subject: [Massplanners] Master Plan RFP
[cid:image001.gif at 01D89C66.8D0E46F0]
Good afternoon Colleagues,
We recently released a RFP for master plan services and received no responses. We are going to re-issue a RFP slightly different by doing an existing conditions assessment, trends and visioning as phase 1. We would then do phase 2 implementation. I think we have adequate budget for phase 1 $95,000. We would then a town meeting appropriation for implementation based on the work from phase 1.
The Planning Board asked to see if any communities have done a master plan recently with this approach?
Thanks in advance for your response.
Sincerely,
Richard J. McCarthy, Jr.
