The Commonwealth of Massachusetts is seeking the services of a vendor to assist the Massachusetts Emergency Management Agency, the Executive Office of Energy and Environmental Affairs and the Resilience Massachusetts Action Team, with conducting the FEMA required 5-year update to the Massachusetts State Hazard Mitigation & Climate Adaptation Plan. The Massachusetts Emergency Management Agency of the Executive Office of Public Safety and Security, in coordination with the Executive Office of Energy and Environmental Affairs (EEA)  is seeking the services of a vendor for the development of the first 5-year update of the integrated State Hazard Mitigation & Climate Adaptation Plan (SHMCAP). The update, due in June 2023, will be developed in accordance with 44 CFR Part 201 and the current Emergency Management Accreditation Program ANSI/EMAP Emergency Management Standard for natural hazards.  The 2023 SHMCAP update will include the incorporation of EEA's MA Climate Change Assessment, projected to be completed by October 2022, as the foundation of the Risk Assessment for this 5-year update.  In addition, we are looking for the vendor to conduct a complete and iterative planning process, including robust stakeholder processes, with a heavy focus on the development of a State Capability and Adaptive Capacity Analysis, State Agency Vulnerability Assessments, Funding Analysis, and the Hazard Mitigation and Climate Adaptation Strategy.
