[Massplanners] Reorganization - Rotating the Chairperson

Questionable to mandate that. I have served on my PB for 26 years as a technical person, never wanting to be chair. Another member desires to be chair and has served for many years, getting better and better at it. PB decides on its own every year to keep this in place.
