Just something to check on, I've seen developers note that parcels are undevelopable for wetlands reasons--either it doesn't meet a "x percent high and dry" zoning requirement or they need to leave it undeveloped to meet the Riverfront Standards in the Wetlands Protection Act. 

The standard allows up the 10% alteration of riverfront area within a lot, and when someone is subdividing (or ANR-ing), they can use the whole unsubdivided area to calculate that 10% and hope that nobody remembers by the time they come back for the remaining lot in a few years and lets them alter a whole new 10% of the riverfront on the individual parcel in question (or it's a new owner and they weren't privvy to that permitting requirement). If there is a river/perennial stream nearby that might be happening and you might consider forwarding to the ConCom or agent for comment/review.

The ANR note "Not a buildable lot" is quite common on ANRs. I've seen many ANR plans have them when not necessarily true just because it was a note the engineer left on all ANRs and it wasn't removed.

A few years ago the owner of a property came in to do an ANR on a property in Shirley. They divided out a large parcel into 2 parcels with one having adequate frontage and square footage and the other (though it has over 5 acres of land) only with 89' of frontage (not adequate for that zone) so they appropriately marked it "not a buildable lot" for the sake of the ANR. The owner of that property now wants to put a house on the "not a buildable lot" property using the Town's hammerhead lot portion of the zoning by-law which only requires 50" frontage. Is this appropriate even though it is marked "not a buildable lot"? Is that "not a buildable lot" title a forever thing or can be built on under the right situations?

It would seem that, if it met your frontage requirements for a hammerhead lot to begin with, it was never "not a buildable lot".

I would have them record another ANR with the "not a buildable lot" removed from the map, then let them build the house.
