[Massplanners] Solar Requirements for Non-residential Development?

All,

I have at least one Planning Board member that has asked for some
additional insight (examples, encouragement, cautions, or objections) when
it comes to adding solar requirements to a Zoning Bylaw for commercial /
non-residential development.

I'll refrain from sharing opinions here in order to get objective
responses, but the "Eco. Dev." portion of my title might provide a hint
with regards to what side I fall on.

Have any of your communities debated this, implemented a requirement
already, or voted a proposal down?

Has a community come up with a way to share the financial / energy benefit
of private solar installations in exchange for some other incentive?

In Massachusetts, the term “public record” is broadly defined to include
all documentary materials or data created or received by any officer or
employee of any governmental unit, regardless of physical form or
characteristics, unless it falls under one of the statutory exemptions to
the Public Records Law. G.L.c. 4, 7(26). Consequently, email is subject to
the disclosure, retention, and maintenance provisions as required by law.
