[Massplanners] ADA Self Evaluation

Hingham received a $45K grant MoD grant for this purpose, work is
underway.  It's a big project, spanning policy, program, web site,
facilities, and infrastructure +town & schools).  We added ~$5K to fund
evaluation of several miles of sidewalk, over & above evaluating sidewalks
fronting town facilities.
