[Massplanners] budget for a zoning rewrite? sample rfps?

Not a full overhaul but Medfield just completed a zoning diagnostic with
Judi Barrett for $20k which has a great summary of what's wrong with the
bylaw and has a cool guide at the end for next steps for
updating/modernizing.
