[Massplanners] Planning Board - Associate Member

The Zoning Act, Ch. 40A, Sect 9, about 15 paragraphs down from the
top addresses Associate Planning Board members for Special Permits.  At a
minimum, the local zoning bylaw or ordinance must allow for the appointment
of an associate Planning Board member.  In the town I formerly worked for,
the Associate Member could only participate/vote on Special Permit cases in
the absence or conflict of a regular member.
