[Massplanners] Variable special permit application fee

This isn't exactly what you were asking for - but we have the newspaper bill the applicants directly.  We also have the applicant pay for abutter/notice mailings if they have more than 25 abutters.

Our present special permit application fee now only covers half of the newspaper posting cost as they increased their charge significantly. At town meeting someone suggested we charge depending on the value of the project. Building permit fees do that. Has anyone found a way of applying this to special permits? ?
