[Massplanners] Resources to help with Removal of Utility Poles from ROWs

Good morning MassPlanners!

Has anyone successfully negotiated with local businesses and utility
providers to move utilities underground?
Are there resources to help with negotiation / planning / design of same?
Are there state-level codes or rules that provide leverage to achieve such
goals?
...and...
Are there grants or other financial resources available to help property
owners with the costs of converting utilities to underground service?
