[Massplanners] Medical Overlay Districts

Hi Kaitlin,

Norwood just adopted a new MSOD this past spring.  I've attached the bylaw.
Norwood Hospital is located downtown and was devastated by a flash flood a
couple years ago. The town worked closely with hospital administration to
rebuild it quickly but needed to add new intensity and design standards for
a modern facility.  Hope this is useful.
