GENERAL SUMMARY:
Responsible for managing the operations of the Planning Office, a division of the of the Land Use, Health & Development Department, under the direction and supervision of the Assistant Town Manager for Development, and general guidance of the Planning Board, to include the short and long range planning of development and implementation of Town land use goals and policies. The position is one of a collaborative team of LUHD Department managers accountable to the Assistant Town Manager for Development, including Building Commissioner, Conservation Director, Economic Development Director and Public Health Director.
ESSENTIAL JOB FUNCTIONS
Plan, direct, evaluate and exercise general supervision over the work of the entire Planning Office and staff including: manage research, analyses, reports, and write policy drafts and proposals to the Planning Board, record keeping, and the publishing of planning studies.
Develop, manage and monitor annual operating budget and capital improvement plan.
Interpret and apply Planning Board policy to development applicants, property owners and the public; enforce departmental rules, regulations, work methods, and procedures.
Procure and manage consultants and contractors to carry out planning and zoning initiatives. This includes providing, receiving and distributing documents and feedback between the consultant, the Town and the public in a timely manner in order to elicit and incorporate feedback and meet project deadlines; managing the consultant's hours, contract and deliverables and budget, monitoring and approving invoices for payment.
Serve as principal professional adviser and resource on planning and development issues for the Planning Board. Schedule items for action at Board meetings, prepare presentations, and prepare analyses and drafts of reports or recommendations which the Board makes to Town Meeting, the Board of Selectmen, and the Board of Appeals. Responsible for drafting and filing reports to government bodies or agencies under State law and Town Bylaws.
Draft articles for warrant for Town Meeting, draft amendments to Zoning Bylaw and Development Regulations, serve as technical resource during Town Meeting debate.
Work with the Assistant Town Manager for Development to propose and negotiate conditions to be imposed on proposed land developments, such as developer financed public infrastructure, affordable housing, donations of land, or cash contributions to the Town.
Assist Town Counsel in the preparation of materials involving development litigation. May be called to testify as expert witness. May participate in negotiations on settlement offers dealing with litigation dealing with land development.
Recommend changes in the fee structure for the publications and services the Department provides.
Prepare grant applications for the Town for Federal or State grants.
Work with Regional Housing Services Office to maintain and monitor affordable housing units in Town and develop Town housing policies.
Work with the Economic Development Director to enhance economic development opportunities through regulatory change and other tools.
Actively participate as a member of the Department management team. Work collaboratively to set the direction for the municipal organization, continually improve Town services, and appropriately allocate organizational resources across Town departments.
SUPERVISION RECEIVED
Reports to, and performance is evaluated by, the Assistant Town Manager for Development.
SUPERVISION EXERCISED
Supervise three (3) full-time-equivalent employees in such position titles as Assistant Planning Director, Department Clerk, and Planner. Functional supervision of a Regional Housing Specialist. Supervisory activities include establishing work procedures and performance goals, providing performance feedback, conducting formal performance reviews, hiring and orientation of new employees, scheduling work hours and granting time off, and assigning and reviewing work and proving professional training and development. Oversees work done by contractors and consultants working for the Department. May occasionally supervise volunteer workers and interns.
MINIMUM EDUCATION & EXPERIENCE
Experience and Training Guidelines
Master's Degree from an accredited college or university in urban planning or related field, and ten (10) years of increasingly responsible experience in municipal planning, regional planning, or community or economic development, including six (6) years of administrative or supervisory responsibility; or any equivalent combination of education and experience. American Institute of Certified Planners credential preferred.
Knowledge of:
Operations, services and activities of a municipal planning and development function.
Principles and practices of planning and development program administration;
Applying economic development theory to address planning issues;
Short and long-term planning methods;
Program development; administration and evaluation; tracking data
Project management;
Staff supervision, training and performance management;
Municipal budget preparation and administration.
Housing, transportation, environmental policy and planning methods and best practices.
Pertinent Federal, State and local laws, codes and regulations.
Geographic Information Systems.
Microsoft Office and spreadsheets.
Ability to:
Lead and direct the operations, services and activities of a municipal planning office.
Develop and administer Planning Office goals, objectives, and procedures.
Research, analyze and evaluate new service delivery methods and techniques.
Identify and respond to community, staff, Planning Board and Board of Selectmen issues, concerns and needs with tact and diplomacy.
Analyze problems, identify alternative solutions, project consequences of proposed actions, and recommend courses of action.
Prepare and administer budgets; prepare clear and concise administrative and financial reports.
Communicate effectively, both orally and in writing.
Establish and maintain effective working relationships with all populations that are contacted in the course of work.
Interpret, explain and apply Federal, State, and local policies, laws and regulations.
WORKING CONDITIONS & PHYSICAL DEMANDS
Work is performed in a typical office environment. Visits to project sites may be required before, during and after construction. Occasionally may be subject to variations of temperature, noise, odors, etc. when conducting on-site analysis. Office and administrative duties are conducted in a relatively quiet environment, subject to frequent interruptions. Regularly subjected to the demands of other individuals and the volume and /or rapidity with which tasks must be accomplished. Must be able to remain in a stationary position for long periods of time.
Operates computer, printer, video display terminal, calculator, telephone, copier, facsimile machine and all other standard office equipment. Balancing, crouching, grasping, pulling, reaching, moving items greater than 25 pounds, carrying and stooping may also be required.
Must be able to work outside of normal office hours, as required.
