Job Description:
Position Type:    Full- Time, Benefited Union Position
Salary: $75,381.00-$79,180.00

Essential duties and responsibilities:

Assisting the Director of Planning and Economic Development by supporting
the City's economic development program and redevelopment activities,
including efforts focused on the retention and expansion of existing
business and efforts to bring in specific targeted businesses to the City;
coordinates with City staff and developers to include the preparation of
development agreements, develops and executes marketing and business
development efforts, coordinates with other State and Federal agencies, and
follows-up on business leads/interested parties. Performs similar or
related duties as required, as situations dictate or as assigned by the
Director Economic Development & Planning or his/her designee.



Supervision: Works under the general direction of the Director of Planning
and Economic Development, the employee plans, prioritizes, and carries out
the regular work in accordance with standard practices and previous
training.  The employee interprets instructions and/or adapts methods to
resolve particular problems.  Instructions for new assignments usually
consist of statements of desired objectives, deadlines, and priorities.
Technical and policy problems or changes in procedures are discussed with
the Department Head.  Work is generally reviewed only for technical
adequacy, appropriateness of actions or decisions, and conformance with
policy, or other requirements.

Supervisory Responsibility:  The employee manages and supervises the
Economic Development divisions within the larger Department of Planning and
Economic Development.  Furthermore, the Planner III may function as a
deputy for the Director or even serve as Acting Director.



Work Environment: Works is subject to unplanned fluctuations and
administrative deadlines; attendance at night meetings is required.
Administrative work is performed in office conditions; some site work is
required to obtain the necessary data and statistics for planning studies.


Requirements:
Minimum Qualifications: Education and Experience:  Master Degree in
Urban/Regional/Economic Development Planning or related field and eight (8)
years of professional experience.  Skill in GIS is required, and
vector-based computer programs, such as Adobe products, are a plus.

 Additional Requirement:  Valid Massachusetts Motor Vehicle Operator's
License.

Knowledge, skills and abilities:

Thorough knowledge of research and analytic techniques and principles and
practices of economic development planning. Thorough knowledge and
proficiency of diplomacy and general public relations. Working knowledge of
personal computer systems including office software applications (i.e. word
processing, spreadsheets), GIS/Query Manager, Power Point or other
presentation applications, permit tracking, and the Internet in support of
department operations. Working knowledge of City government and related
City Ordinances. Working knowledge off office terminology, operating
procedures and related equipment. Ability to perform basic research and
analyze data using acceptable research practices, and to formulate
alternatives and recommendations. Ability to logically and comprehensibly
present and explain technical information to individuals and large groups
in private or public venues. Ability to maintain detailed and accurate
records and to execute oral and written instructions in a timely, accurate
manner. Ability to prepare written and graphic materials; to compose clear
and concise reports; to prepare and make presentations; and to communicate
effectively, orally and in writing, with citizens, professional peers and
elected officials. Ability to deal tactfully and appropriately with the
general public, City departments, state and federal agencies and their
representatives, consultants, community groups as well as local elected and
appointed officials such as Board and/or Committee members. Ability to
effectively utilize ESRI and GIS software and to perform website
administrative operations and tasks. Technical skill in performance of both
general and complex economic studies. Skill in research and manipulation of
data. Proficient verbal (presentations to groups, participation in meetings
and working with individuals and groups having diverse, even competing or
conflicting, interests, concerns and/or demands) and written skills. Skill
in computer applications including ESRI, GIS, web site and the Internet in
support of department operations





Essential Functions: Minimal physical effort is required to perform
administrative duties.  Required to stand, wall, sit, speak, hear and use
hands to operate equipment.  Vision requirements include the ability to
read and analyze documents; use computer and standard office equipment; and
operate a motor vehicle.

                Moderate physical effort is demanded in making site work.
While conducting site work, the employee is required to use hands, walk,
stand, sit, speak, hear, climb or balance, kneel or crouch.  Agility is
required to access all areas during site work.
