<p class="xmsonormal">The Town of Lexington filed a home rule petition with the state legislature to allow a surcharge on building permits of commercial construction over 30,000 square feet in order to address the impact of the increased demand for housing
generated by employees of new commercial development. Chapter 378 of the Acts of 2024 passed, and the legislation requires that the Select Board prepare a study within 12 months to determine the initial surcharge rate range and recommend an initial surcharge
rate. The study will assess the link between new commercial development and the demand for housing; assess economic and development rends, and project future commercial development; assess the housing inventory , trends and market conditions, analyze the
impact of large scale commercial development on housing supply and demand, and estimate housing creation costs/units needed to mitigate impact, assess the impact on commercial competitiveness, and recommend a competitive rate.<o:p></o:p></p>
