<p><font size="4" face="Times New Roman">I feel your pain... We've
been without a Planner for way too long ourselves.</font></p>
<p><font size="4" face="Times New Roman">As the longest of the
elected members of the Board, and the Chair, I would tell the
applicant that they need to request a Determination of the Board
regarding the proposed changes. </font></p>
<p><font size="4" face="Times New Roman">Essentially, they need to
ask, "Are the changes Significant or Insignificant"?</font></p>
<p><font size="4" face="Times New Roman">If the Board Determines the
changes to be significant, then the applicant would need to
apply for a formal Modification of the original Subdivision
Approval. (Notice to abutters... notice in the paper.. etc. )</font></p>
<p><font size="4" face="Times New Roman">Insignificant changes can
be made by the board at any meeting without a formal hearing. <br>
</font></p>
<p><font size="4" face="Times New Roman">Most folks would see
additional structures and road modifications (with the
associated stormwater changes) as Significant. Your mileage may
vary....<br>

<p class="MsoNormal">Our Town does not have a planner so I, as
the Vice Chair of the Planning Board (I serve as both elected
Town Clerk and elected Planning Board member), and the most
experience on Planning Boards (over 18 years) become the
defacto planner but with no education or planner experience.
My question is as follows:<o:p></o:p></p>

<p class="MsoNormal">We have a subdivision that was approved in
the late 1990’s to early 2000’s but has not been completed to
date. There has not been any activity there for over 20
years.

<p class="MsoNormal">How long do developers have to complete the
approved subdivision work? Would we need new plans from them,
and start the process over, if they continue to build the
development as approved over 20 years ago? Would we need new

build more houses in that development but with a change in the
design of the roads and the plans?<o:p></o:p></p>
