professionals and planners to submit a quote, including a scope and cost estimate
(under $10k), to prepare a Highest and Best Use study for the 65-acre Brockton
Fairgrounds Site. The study should look
at multiple reuse scenarios with uses including, residential, retail, office,
warehousing and manufacturing. The final report should provide estimated buildout
volumes (acres/units/square feet) for the top three reuse scenarios and will be
presented to the Brockton City Council no later than March 25, 2024. </p>
