    <p><font size="4"><font face="Times New Roman">To ensure when the
          town ultimately accepts the subdivision roadway that it will
          have been constructed properly, we also use the attached Pre-
          Construction document.</font></font></p>
    <p><font size="4"><font face="Times New Roman">Of course, the
          Subdivision Inspector needs to be present during the entire
          pavement placement process. Even the most diligent and well
          intentioned developer of the highest integrity can fall victim
          to a less that reputable paving subcontractor.</font></font></p>

          accepted by the Town. We want to make sure the developer is

          them over. We've had some bad experiences in the past of roads

          deteriorating when the developer is petitioning for road
