<p class="MsoNormal">Has anyone ever used/seen an inclusionary
zoning bylaw in which the threshold/trigger is 2 units? At
that level, only a contribution would be required; the
requirement of an affordable unit kicks in at 3 units. This
has been suggested but it strikes me as too low a threshold to
get the support that would be needed. Thanks for any
