In the last town I worked for there was a food delivery service for the elderly operating out of a town building.</div>

The town had almost no complaints about the charity for 20 years, but then the building began to be old. It was in the towns agreement that they would maintain the building and the grounds for free and the group was paying rent of $1 a year.</div>

The cost of meals delivered was very low and went to low-income elderly 65+. They paid employees and owners. It began to be expensive to the city when things started breaking every week and they were demanding that it was part of the cities contract to fix
the issues.</div>

The roof needed to be replaced, there were several other major repairs and the city's equivalent of DPW started complaining about how expensive it was, and if the city really wanted to renew their contract.</div>

My suggestion was that the charity was essential to the elderly, but the contract should be updated so that the charity pays for their own ground maintenance and small monthly fee that would allow the city to pay for building repairs. Maybe $500 a month.
In real world terms, $500 is less than what the city was paying to maintain that building in good condition when an oven goes out or there are needed plumbing repairs needed. <span style="background-color:rgb(255, 255, 255);display:inline !important" class="ContentPasted1">For
daily, year-round access to a full kitchen that is a deal they can't find anywhere else, it is essentially letting them use the space for free.</span></div>

<span style="background-color:rgb(255, 255, 255);display:inline !important" class="ContentPasted1">The other option is to have a contract where the charity does the building maintenance and they keep their $1 a year rent. The city would run the risk of no repairs
being done, but the charity would maintain low operating costs. If things needed to be fixed, they could apply for grants using their staff.</span></div>

This spring we created a definition and process for our local food cupboard<br>
to find permanent space anywhere in town in the future. The AG held it<br>
until just recently. They approved with important commentary which may<br>
address some of the things that you'd consider (see attached).<br>
