I was just curious, how would they even go about obtaining the signature of the property owner and all of the mortgagees on the application? That's been a lift for the developer who has returned to the Planning Board with an 81W, I can't imagine where the third party would even begin (particularly given your example of the abutter seeking to have the approval rescinded or modified). Why would the land owner and/or mortgagees contemplate signing the application?
