In Dennis we set aside a parcel of town owned land, got a 5 bedroom home permitted for the site, then bid the implementation of the project out to find a Veterans Group involved in housing targeting housing for homeless veterans. The goal of the project was to provide a mechanism for homeless veterans to get on their feet and live in a place where they felt respected. We permitted the house under our affordable housing by-law under the Municipally Sponsored Housing portion, which required the unit to be fully affordable, on top of that the stated goal of the town was for homeless or at risk of homelessness veterans, so, the poorest of the poor. </p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>The bid process awarded the project to the Cape and Islands Veterans Outreach Center. The town contributed the site, $200k of CPA funds, permitting and legal funds to fight the appeal of the Special Permit which went to the SJC. Private donations covered the rest of the project. The final value of the home, fully funded by donations, is close to $750k, fully furnished and fully accessible. It has two bedrooms on the first floor, with living room, kitchen, dining room and laundry. The second floor has three bedrooms a sitting area and laundry. Each bedroom includes a bathroom with a roll-in shower, TV, computer, bed, dresser and closet. </p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>The residents are expected to contribute to the upkeep of the house and CIVOC and modest rent. The goal is for them to save enough to be able to find a place of their own in a few years. CIVOC provides job and money management counseling. VNA provides regular support as well. The residents range from 28 to 68, and includes men and women. We do expect that some retirees might see this as their final home, safe and off the street.</p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>The idea for the house came from my chaperoning a group of teens to Hyannis Youth Street Reach and seeing the number of veterans, especially older veterans who came to the breakfast from the streets. The Cape has a couple hundred homeless veterans, many on the street, but many couch surfing. When I brought the idea to a Selectman, he loved the idea and we took off to find a project. </p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>I will admit we approached a few of the Veteran organizations that have been mentioned, or you see on TV a lot, while they seek to provide a home for a returning veteran, perhaps disabled from combat, none were interested in helping provide resources for essentially a home for transition from the streets to society for veterans. We started this project under the Zero2016 (I think that was the target year) federal initiative for homeless veterans, but all the resources came from within the community. Yes there were a few big donors (it helps that we have a few national corporate leaders who summer in Dennis) but much of the money was raised in smaller contributions, like a beginning of COVID fundraiser concert that was totally virtual. </p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>COVID slowed us down a bit, but the house was finally completed about 18 months ago.
