The trigger for Major Site Plan Review (conducted by the Planning Board) is a development resulting in a disturbance of greater than 10,000 sf or 30 or more parking stalls. Here in Fall River, Site Plan Review is completely internal and reviewed by staff, and almost everything that requires a building permit (think single family home addition, garage, etc.) regardless of location, requires Site Plan Review.
