<p class="MsoNormal">Yes – you can either bid for a single peer-reviewer, say annually, by issuing an RFP for proposals – I am sure there are good examples – generally someone who doesn’t represent the majority of the developers locally to avoid conflicts
of interest, or you can bid each project to three on an approved list for example – either choose three with the applicant that they are comfortable with (especially if it’s a specialty, like cell towers, wetlands/endangered species, traffic…) and go with
the best bid each time you need a peer reviewer; or the single-reviewer can be combined with the specialty 3-bidder approach, say, if most of the work is subdivisions and inspections, with occasional special reviews needed, so perhaps a civil engineering firm
that is close by that can get to inspections relatively quickly.<o:p></o:p></p>
