[Massplanners] Growth Management Strategy or similar study

Based upon a quick google search it does appear that Growth Management strategies are commonly conducted in Mass / new England.
As I understand a GMS is a study that examines short, intermediate and long term development scenarios in coordination with infrastructure (water, sewer, stormwater, etc), fiscal considerations and capital planning needed to accommodate growth for status quo, gentle and optimized scenarios.
Chelmsford has done MGL master plans but these do not appear to the same as a GMS.
Are you aware of any Mass towns that have completed either a GMS or some other type of similar study?
