[Massplanners] Linkage Fees

Howdy!

My December 2024 Memo on Impact/Linkage Fees was too big to be posted on
the List Serve.

So, here's the Readers Digest version.

The Cape Cod Commission was granted the ability to allow Cape
municipalities to create an Impact Fee system.  Barnstable created one in
the early 1990's with the idea of funding the development of affordable
housing.

Barnstable's proposed system went went through all he County level
approvals.  However, the system was never implemented because either
Superior or Land Court struck it down.  Since then, no Cape Town has
elected to try again.

The only other Towns that have successfully enacted an Impact Fee system
are Medford and Somerville.  However, both of those got special
dispensation from the State Legislature to do so.
