[Massplanners] Environmental protections for battery energy storage systems

Whately is in the process of drafting a zoning bylaw covering Battery 
Energy Storage Systems and - as a town with extensive farmland and with 
wells providing both our public and private water supplies - very 
concerned about potential damage to aquifers and farmland.  We would 
appreciate learning how other towns have handled a requirement for 
containment vessels for fire suppression materials in the case of 
thermal runaway, and specifically whether any have required an overflow 
capacity greater than 100% and how the size of that additional capacity 
was determined.

We also would appreciate any insight into the coverages included under 
the "commercial liability insurance in an amount and type generally 
acceptable in the industry" that is frequently referenced in liability 
insurance requirements.  For instance, is environmental damage 
included?  Do the coverages vary with the size of the facility?  Does 
anyone have a more detailed and specific requirement for liability coverage?
