[Massplanners] ANRs

In MA, are municipalities allowed to alter or dissolve property
lines, without an ANR plan, between commonly-owned parcels or in instances
where a boundary line may divide a building which is located on two or more
commonly-owned parcels?  If no, can the municipality require a parcel owner
to ANR their lots in the previous instances?
