Time Critical
LEAD and Healthy Homes Assistance
Proposals due: NOON, Wednesday, February 12, 2025.
We need professional assistance to close out a HUD Lead and Healthy Homes
grant.
The grant period ended June 30, 2024.
HUD has given the City until February 28, 2025 to complete the close out.
The City hopes that its efforts to bring on professional assistance to
close out the grant will show a good faith effort and buy us more time.
It’s worth a try.
The work includes the following:

Review and organize existing online and physical documents to create the
files and documents needed to assure compliance with, including addressing
any findings, and the close out of the Lead and Healthy Homes Grant.

Prepare any necessary grant materials to assure compliance with,
including addressing any findings, and the close out of the Lead and
Healthy Homes Grant.

Locate and identify documentation needed to support previous draws
-
Locate and identify documentation needed to support future draws that
are owed to the City
-
Prepare the documents, policies and material necessary for a successful
future Lead and Health Homes application.

Anything we might be missing with regard to Lead and Healthy Homes
In 2020, the City of Brockton, Massachusetts received a Lead and Healthy
Homes grant from HUD. I believe this grant expired at the end of June,
2024.
The City gave administrative and programmatic authority to the Brockton
Redevelopment Authority.
At the end of June, 2024, the City chose not to renew its relationship with
the BRA. This decision became necessary as the result of a HUD audit of the
City’s HUD Grants, all of which were administered by the BRA.
As the BRA no longer had a funding source, the Board laid off any
remaining staff.
There’s no one left with the programmatic experience and institution
knowledge to close out this grant.
Please submit a proposal for assistance to Rob May, Director of Planning
and Economic Development at vmiranda at cobma.us no later than NOON,
Wednesday, February 12, 2025.

Your proposal should include the following:

Resume highlighting your experience with administering and closing Lead
and Health Homes Grants

Statement on your working relationships with the Office of Lead Hazard
Control and Healthy Homes both locally and in DC

A narrative outlining your approach to the scope
-
An estimated timeline for completing each scope task
-
Statement of hourly rate for yourself and any assistance, and a rough
estimate of the cost for each scope task
