[Massplanners] Request for Quotes - Arts & Culture Plan

In 2022 the City of Brockton entered into a contract with Designing Local,
an arts and planning consultant, to prepare the city’s first Arts & Culture
Plan. Regrettably, the City allowed the contract to expire.  The City,
under MGL 30B is required to request quotes to complete the work that began
