Hi John:
I don't know if a statewide perspective is helpful, but commonly the floodplain administrator is the Building Commissioner in Massachusetts, as so many of the required flood standards are in the state building code. Conservation, Planning, and Zoning/Code enforcement officers also take on the role. In very small towns, the Town Administrator may be the floodplain administrator. They need to be a staff member with with the local authority to assure that the community is meeting its obligations as a participant in the National Flood Insurance Program.
