Jeff Levine's post reminded me of the UMass list serv for DPW and Highway
types, BayState Roads seems to work pretty well.  It's part of a (Federal
Highway?) national technology transfer program.

I'm not sure what software they use, and if it has digest versions and
searchable history.

Great people there who I am sure would provide feedback.

Also, fwiw, there was a municipal group that used to/does use Google
groups. It's been a long time, but I had issues with it. Probably was my
own fault.
