Good morning Housing Planners!

The Regional Housing Services Office is hiring a Director!
The Regional Housing Services Office (www.rhsohousing.org<http://www.rhsohousing.org/>, RHSO) is a collaboration between 10 communities in MetroWest to assist with all matters of affordable housing for the municipalities Acton, Bedford, Concord, Lexington, Lincoln, Maynard, Natick, Sudbury, Wayland and Weston.   The RHSO is an innovative approach to providing affordable housing services to local communities working with state agencies, municipalities, as well as current and future residents.  It combines policy and strategic work with direct service.
The RHSO is seeking to hire a RHSO Director.  The RHSO is located in Acton MA at 37 Knox Trail.   The Director is a contractor to the Town of Concord, and the hiring is done through RFP.  All RHSO team members are contractors.  The position is funded at 1500 per year, or 125 hours per month.  There will be a period of overlap with the current director, as needed.

RESPONSIBILTIES: The RHSO Director is responsible for directing the work of the RHSO, including maintaining relationships and partnership with all member communities (town staff and boards, and housing related entities), authorizing all work and projects of the office in alignment with priorities, tracking the status of all initiatives, performing all management tracking and reporting, and ensuring the work meets requirements.

The Director is responsible, through their individual contributions or through the other RHSO consultants, to:

  *   Monitor LIP, 40B, HOME and Locally restricted rental units and Ownership units annually or as required
  *   Administer local programs, including: Rental Assistance programs, Small Grant Programs, HOME TBRA Security Deposit/Last Month Rent programs
  *   Maintain member community SHI inventories, and pipeline strategies.
  *   Support Town boards and committees, and local housing strategies, including assisting with Housing Production Plans
  *   Administer LIP LAU and local programs - AFHMP, resident selection and lotteries, including preparing closing documents as required
  *   Maintain the RHSO website with programs and opportunities, provide for regional training for member communities and property managers, owners of deed restricted properties
  *   Stay abreast of community programs and publicize to housing network as appropriate.
  *   Represent the RHSO in presentations to senior leaders in member communities, or State agencies
  *   Respond to resident inquiries, concerns with developments, or other municipal services.
The position is responsible for managing the RHSO office:

  *   Track RHSO expenses, set budgets and projections.
  *   Prepare RHSO Inter-municipal Agreements/Amendments
  *   Manage and direct the work of the RHSO contractors
  *   Manage staffing projections, and staffing plans
  *   Tracking Hours by staff, to each member community
  *   Staff the physical office and maintain files
  *   Prepare periodic RHSO status reports
QUALIFICATIONS/SKILLS:
The RHSO Director position requires knowledge and experience with affordable housing programs (local, state, and federal), permitting, regulations and legislation, including M.G.L. Chapter 40B, HOME, Fair Housing laws and practices, resident selection and eligibility determination, Subsidized Housing Inventory practices, condominium structures and local options for housing creation.
The Director must have proven and effective management - people and project management, strong communication skills, interpersonal skills, effective public speaking skills, and accurate administrative and record-keeping abilities.   Microsoft Word, PowerPoint and Excel proficiency is required.
The position has flexibility around job location, between virtual and on-site working.  On-site is encouraged, and prior working with any of the member communities is a plus.
