[Massplanners] General Bylaw Organization

We have a town that is seeking top level organization of their General Bylaws.  We often do diagnostics on ZBL and then follow up with ZBL updates.  But we have not tackled General Bylaw review.

There are xx Chapters, then yy "Special Provision" sections, followed by another zz Chapters.  We would be looking for guidance as to what guidelines exist for deciding whether something should be a special provision Section, or a top level Chapter.

Any suggestions on who might be an appropriate consultant to help tackle this.
