[Massplanners] Mulligan+oneish on the Mullen Rule

Dear Planners: Here in CranberryLand USA the Mullin Rule is again on the Warrant for Annual Town Meeting on April 8, 2025. I was asked if this was a thing in other towns since the statute was passed in 2006 or just another product of the Town Planner's seemingly curious behaviour? Curiously yours, TBott
