[Massplanners] HOA's

Hello,

Any advice as to what to do when an HOA was supposed to be formed for a subdivision, but never was or is now defunct?  In many cases in Leominster, the HOA's are responsible for maintaining detention basons and other drainage features but they are neglected and the maintenance is not done.  In other cases the HOA should be responsible for maintaining the road.  In most of these cases the developer is deceased or otherwise not in the picture.  Can the City attorney go after the individual homeowners and hold them responsible?  Does anyone know what a good option is to address this?
