[Massplanners] Resources for Fiscal Impacts of New Housing

It is fall Town Meeting Season, and with the flurry of votes on MBTA
Communities Districts we have received a number of requests for information
about the fiscal impacts of new housing.

I wanted to share several resources that might be useful:
