The Town of East Longmeadow is hiring a Director of Planning. We have so

Director of Planning

Position: Non-union-Exempt, Full Time, Benefit Eligible

Salary: $85,000-$95,000

The Town of East Longmeadow, Massachusetts is seeking qualified applicants
for the Director of Planning position. The Town seeks to continue its
growth with an individual that has interest and experience in land use,
planning and community development. This position serves as the Town’s
principal planner and department head, responsible for administering land
use, zoning, implementation of the Town’s Master Plan as well as related
management, administrative, and research functions. The Director of
Planning also acts as a technical advisor to the Town’s Planning Board,
Zoning Board of Appeals and Conservation Commission.

The ideal candidate will have a thorough understanding of municipal
planning and permit procedures; a working knowledge of federal, state, and
local land use regulations; and an ability to achieve the goals and
objectives of a planning department; excellent written, verbal, and
collaboration skills; and the ability to lead staff effectively.

Candidates should possess a Bachelor’s degree in a discipline related to
planning, land use, or landscape architecture and a minimum of three years
professional planning experience, comparable public administration and
management experience within a municipality, or any equivalent combination
of education, training and experience which provides the required
knowledge, skills and abilities to perform essential functions of the job.

Certification as Planner by the AICP is preferred.

*Essential Functions*

*The below statements are intended to describe the general nature and level
of work being performed by people assigned to do this job. The functions
listed are not intended to be an exhaustive list of all responsibilities
and duties required.*

   - Serves as the Town’s principal professional planner: plans, organizes,
   controls, integrates, and evaluates the work of the Planning Department
   including activities associated with land use planning, plan review, code
   compliance, housing, redevelopment, and permit processes.
   - Acts as principal contact for all manner of development proposals in
   the Town and coordinates the review of subdivisions, site plans, and
   special permit applications for commercial, recreational, office,
   industrial, and residential development with pertinent staff members and
   members of other departments.
   - Responsible for interpreting and enforcing MGL and local by-laws,
   ordinances and regulations; leads and coordinates efforts relating the
   Town’s long-range planning; responsible for the development and updating of
   a strategic and downtown plan.
   - Conducts statistical and narrative research pertaining to economic,
   social, and physical factors affecting the Town; makes projections for
   growth and impacts by analyzing growth trends, population data, and
   development pressures. Develops, implements, and monitors long-term plans,
   goals, and objectives focused on achieving the Town’s mission and priorities
   - Develops and initiates planning and zoning policies and regulatory
   programs, addressing planning and land use issues in a manner consistent
   with state law, Town Bylaws, Zoning Bylaws, Subdivision Rules and
   Regulations, and land-use planning objectives. Assists the Planning Board
   in making recommendations and developing proposals for consideration by the
   Town regarding land use. Researches and writes zoning and subdivision
   regulations and design guidelines.
   - Assists in the preparation of new bylaws and the revision of existing
   ones; reviews development and redevelopment plans; ensures the proper
   administration and enforcement of the town’s zoning, housing and related
   codes; monitors developments in planning, building, economic and community
   development matters.
   - Acts as a technical advisor for the Planning Board, Zoning Board of
   Appeals, Conservation Commission, and provides staff to support such boards
   and commissions.
   - Represents the Town at various meetings and events; represents the
   department to maintain effective relationships with, and coordinates
   departmental activities with other departments as well as a variety of
   boards, commissions, community organizations, groups and individuals;
   promotes positive public relations.
   - Provides comments and advice to the Town Manager, Town Council,
   Planning Board, and other Town boards and committees as requested.
   - Serves as the Towns designated contact and/or portal administrator for
   state funding programs including: Complete Streets, Green Communities,
   Community One Stop and Municipal Vulnerability Preparedness.
   - Monitors and evaluates the efficiency and effectiveness of service
   delivery methods and procedures.
   - Attends classes and educational seminars to maintain and expand
   knowledge of planning laws, best practices, and/or regulations, and to
   maintain professional certification(s) and licenses
   - Selects, trains, motivates, and evaluates subordinate personnel;
   provides or coordinates staff training; works with employees to correct
   deficiencies; implements discipline and termination procedures; administers
   collective bargaining provisions of planning employees; provides leadership
   to develop and retain highly competent, customer service-oriented staff.
   - Performs all other related duties as required that are logical to the
   position, or as directed by the Town Manager; acts as the department head
   with responsibility for policy development, program planning, fiscal
   management, administration and operational direction of all department
   functions.
   - Certification as Planner by the AICP is preferred.
