[Massplanners] What comes first - ZBA or SPR?

Wareham transfers responsibility for SPR over to the ZBA when relief is needed so the applicants may enjoy ‘one stop shopping.‘  However ConCom must “go first” and issue a finding before the SPR may be approved in all cases.
