Hi all



Because of a difficult and controversial Dover application a few years ago, the Planning Board asked me to develop a review guide for a Dover-relevant site plan review process. I’ve stitched together a barely adequate draft based on caselaw and other fuzzy resources but was wondering if anyone has come up with a document that helps Planning Board members to understand what they can, can’t, and shouldn’t evaluate and to what thresholds.
