We (the AGO) will be publishing a guidance document on this issue soon but in the meantime I can send you a letter we sent to the Dennis Planning Board.
Best,

Hi all
Because of a difficult and controversial Dover application a few years ago, the Planning Board asked me to develop a review guide for a Dover-relevant site plan review process. I’ve stitched together a barely adequate draft based on caselaw and other fuzzy resources but was wondering if anyone has come up with a document that helps Planning Board members to understand what they can, can’t, and shouldn’t evaluate and to what thresholds.
Have a good weekend and Happy Holidays!
