[Massplanners] Street Light on Unaccepted Street

Hi everyone,
We have a 500' road in a subdivision that was substantially completed around 2008. There were a few remaining items the developer needed to clean up before it was accepted. The developer is just finishing up those items and the street may be ready for acceptance by the town this coming spring. The street has a street light where the road intersects with the main road and a street light at the end of the cul-de-sac. The developer had the light at the end of the cul-de-sac shut off two years ago. In response to complaints from the residences on the street, I've contacted the developer several times reminding him he is responsible for the street light until the street is accepted by the town. He refuses to turn it back on, citing the fact that each of the lots have lights at the cul-de-sac end of their driveways.
What recourse do I have in forcing the developer to turn the light back on? On a side note there's a likelihood that when the town does accept the road they will not support continued operation of the cul-de-sac light.
