Hi all,
The Town of Tewksbury has an opening for a Planner/Conservation Agent. This position performs administrative and technical support functions for the Conservation Commission under the supervision of the Assistant Town Manager:
* Provide professional support for the Conservation Commission and attend bi-weekly Conservation Commission meetings
* Manage Conservation Commission agenda and coordinate with the Chair on agenda items
* Administers and enforces the Massachusetts Wetlands Protection Act and Tewksbury Wetlands Protection Bylaw
* Reviews proposals to ensure compliance with State and Town wetlands and stormwater regulations, provides recommendations to the Conservation Commission, and drafts all Orders and permits
* Coordinate interdepartmental reviews as necessary and consult with other Town departments regarding applications
* Instruct applicants on the hearing procedures and legal notice requirements
* Receive and handle inquiries and complaints by resolving as necessary or directing to appropriate staff
* Communicate effectively with developers, property owners, consultants, and residents
* Conducts site inspections to review project proposals, review wetland delineations, and monitor construction and restoration work to ensure regulatory compliance
* Provides education and assistance to residents and applicants in regards to permitting, wetlands, and conservation
* Manages and organizes all public records and files for the Conservation Commission
* Performs various GIS projects as needed including but not limited to creating maps and conducting analyses
* Manage environmental grants issued by State or private agencies and Green Communities reporting
* Provide excellent customer service
* Acts as a project sponsor for local Girl Scouts, Boy Scouts, and Eagle Scouts as requested
Required experience includes Bachelor's Degree in environmental science, public administration or related field; three years of experience in municipal land use practices and procedures, including environmental permitting; or any equivalent combination of education and experience. Possession of a valid Massachusetts motor vehicle operator's license. Knowledge of community development, planning and conservation related activities. Knowledge of the practices and principles of public administration and the structure of town government. Working knowledge of local Bylaws, state and federal statutes governing municipal planning and land use, including the Wetlands Protection Act. Knowledge of Conservation Commission filing and procedures. Knowledge of wetland delineation methodologies, including familiarity with identifying wetland plants and hydric soils.
Hours are Monday, Wednesday, Thursday 7:30-4:30, Tuesday 7:30-6:00, and Friday 7:30-12:00 for a 40-hour work week. Salary range s $65,367 - $88,940.
