[Massplanners] definition of a "finding"

A "finding" is another ways of referring to "a declaration of a fact."  And a "fact" is what the board determines to be "true, relevant, and trustworthy", based on whatever evidence was presented to the board as the "fact finder".  For each finding of fact it is prudent to note what evidence the board has relied on in making that finding of fact - testimony of witness, documents presented, site visit, stipulations of parties, etc.   Just my reflections on what any  definition should should include.
