[Massplanners] Mansfield RFQ: 3A Planning Consultant

The Town of Mansfield invites the submission of qualifications by
responsible firms having the ability to perform Planning Consultant to
perform 3A/MBTA communities zoning amendments, economic feasibility, and
compliance modeling; this is a qualifications-based selection process.


The following outline is offered to describe the general extent of
conceptual design services to be provided by the Consultant. This outline
is not necessarily all-inclusive and the Consultant should include in the
proposal any tasks or services deemed necessary to satisfactorily complete
the project. Consultants are encouraged to bring expertise gained from
other projects, creative ideas tested elsewhere, and best practices
applicable to this project.


·         Project Initiation

·         Analysis of Zoning and Existing Conditions

·         Draft Zoning

·         Design Guidelines

·         Community Input

·         Compliance Model Testing

·         Revised Zoning

·         Town Meeting

·         DHCD Submission

·         Economic Feasibility Analysis


Municipal staff will also be closely involved, but the Consultant is
expected to devote the time needed to conduct research, write documents,
and participate in meetings as needed with the Committee and the public.
