[Massplanners] Engineering Contract General Conditions

Happy snow day everyone! Has anyone written their own general conditions for consultant/engineering contracts which allows the municipality to retain ownership of any documents which are created under that contract? Erving is considering doing this going forward and are wondering if there are examples out there.
