[Massplanners] Economic Development Policy Plan

Has any community recently engaged in the development of a local economic development policy plan? If so, did you do it in-house or engage with a consultant? If the latter, how much did the plan cost?

It would be great if you could share any specifics related to whether the plan was strategic, policy driven, and had any elements of sustainability and/or equity.
