[Massplanners] Stormwater Bylaw

Planners,

Douglas is interested in forming a General Bylaw to handle stormwater management, with its Con Com administering.  Any communities out there with a template which works for them?  Our Town Counsel wants us to push for Fall Town Meeting which is very aggressive, so I'm leaning on my peers a bit for this one!  Thank you in advance!
